Can having a tattoo sleeve jeopardize getting your Temporary Residency in the United States? ?

My friend is currently a immigrant from Jamaica & he's 16 years old. His mom is an immigrant as well. His mom filed for herself so when her papers come through he will automatically get his papers as well. She filed for themselves in 2006. He's planning on getting a full tattoo sleeve on his left arm this summer but he's scared that when the time comes & Immigartion is ready to file him & go through screening etc. & get his Temporary Residency that they will deny him for it because of the tattoos because according to Immigration you have to have good moral character etc. What should he do? Can he get the sleeve without worrying about getting denied because of it? Or should he wait?
