Can anybody help with a skype friend request problem?

I have been having problems with skype for a while. When I send a friend request to another friend,they don't receive it,but they are automatically put into my contact list with a question mark beside there name. Skype says they have not authorized me to view their details yet. Why havn't they received my request?
