How to create php a dynamic auto link?

I have some problem that how may i create auto dynamic link to view a single post of user of a data base mean i wana create a link like www.mydomain.com/usercomments.php?=user'… etc which should be create at the time comments posted automatically, automatically profile link, auto matically images or videos links etc.... i hope you all have been understand my question.
