New vegas Gannon quest?

I recruited Arcade Gannon after sending Boone to the Lucky 38, and I took him to the vertibird, REPCONN, the fort, and to Hildern and after all that I got rid of ED-E (I didn't know he prevented the quest) and Gannon still won't talk to me about the remnants. I accidentally did the intelligence check in REPCONN to make Gannon not talk about it anymore but I still have to have at least 4 of his "good points". I have fast traveled and waited to cause loads but he still doesn't talk.
