Where are the dragons in The Last Remnant?

Unfortunately, I've heard if you have a high battle rank the only place the dragons will appear are The Southwestern Road. I go there, but The Lost (I believe that's his name) blocks the dragons from appearing. I need dragon liver, and yes I realize I should have gotten it sooner, but before I knew it I was distracted and now my battle rank is near 130. I'm at a complete loss as to what to do.
